National Development Strategy 2020-2030: the evaluation has begun

The Minister Delegate at Minepat yesterday chaired the first session of the monitoring-evaluation committee of this reference framework of government actions for the next decade.

The first session of the monitoring and evaluation committee for the implementation of the National Development Strategy 2020-2030 (NDS-30) was held yesterday in Yaounde under the chairmanship of Paul Tasong, Minister Delegate to the Minister of the Economy, Planning and Regional Development (Minepat).

The NDS 30is the compass that will guide the development actions of the government and its partners over the next decade. It is summarised in four main interventions: structural transformation of the economy; development of human capital and well-being; promotion of employment and economic integration; and finally governance, decentralisation and strategic management of the state. “Achieving the objectives of this strategy will require the use of all levers for its success. No resource will be too much and the combined efforts of all actors are necessary and indispensable,” said Paul Tasong from the outset. The committee is made up of secretaries-general of ministerial departments, representatives of the private sector, civil society and decentralised territorial communities, etc. It will have to ensure good ownership and operationalisation of the strategy by the various actors. Mindel-Minepat adds that it must also ensure that the interventions of the various actors are better and more effectively coordinated and that the strategy is adequately funded.

Yesterday’s meeting was an opportunity to assess the state of implementation of the NDS-30, to present the communication plan aimed at making the strategy widely known, and to set up the sectoral sub-committees. “It was a question of sharing with the members of the committee the missions that are theirs. These are contained in a decree signed by the Prime Minister entrusting this committee with the responsibility of monitoring and evaluating the implementation of the NDS-30, especially at the technical level. It should be noted that this committee is accompanied by seven sectoral sub-committees that prepare the work of the national committee. The strategy contains a number of key considerations. We had to mention them once again,” said Paul Tasong.

Civil society was validly represented at this committee by Viviane Ondoua Biwolé, the positive point to note at this stage is that “the monitoring-evaluation mechanism has changed relatively. The implementation of the Dsce (the tool that preceded the NDS 30) was headed by the Secretary-General of Minepat, but this time it is chaired by the Prime Minister, who will eventually be the head of government, and the Minister in charge of the Economy. So we realise that there is an additional strategic level, certainly to correct the previous mechanism.
